REPS Priority Group Eligibility
What is a Priority Group Household?
The Minister for Energy and Mining defines a priority group household as residential premises in which a person resides who:
- Holds a Commonwealth Government pensioner concession card
- Holds a TPI Gold Repatriation Health Card
- Holds a War Widows Gold Repatriation Health Card
- Holds a Gold Repatriation Health Card (EDA)
- Holds a Health Care Card (including a Low-Income Health Care Card)
- Receives the South Australian government energy bill concession
- Has a residential tenancy agreement with the landlord of the premises, and the rent for the premises is $500 or less per week
- Is actively participating in an energy retailer hardship program
- Is actively participating in an energy retailer’s payment plan (offered and applied as per section 50 of the National Energy Retail Law)
- Has received a referral from a registered member of the South Australian Financial Counsellors Association (SAFCA).

Pensioner Concession Card
The Pensioner Concession Card assists pensioners and selected benefit recipients with certain living costs by allowing access to specific goods and services at a concessional rate.

To prove your Priority Group Status for the REPS program, you must provide a photo of your Pensioner Concession Card. The important details for the REPS claim are the address and expiration date. It is necessary that the address mentioned in the card matches the address where the REPS activity is being provided. Additionally, the card must be valid on the date when the REPS activity takes place.
Health Care Card
You may be eligible for a health care card if you receive specific payments or supplements from the Australian Government.

It is necessary that the address mentioned in the card matches the address where the REPS activity is being provided. Additionally, the card must be valid on the date when the REPS activity takes place.
Note: If the expiry date on the Health Care Card has passed, send a PDF copy of the most recent electricity bill, where on the second page, alongside all charges, it will list the South Australian Government Energy Bill Concession and a Supply Address
TPI Gold Repatriation Health Card
The Gold Card is a treatment card that provides clinically required treatment for all medical conditions. It can also grant access to a range of services and support.

To prove your Priority Group Status for the REPS program, you must provide a photo of your TPI Gold Repatriation Health Card and a recent utility bill.
– The name on the card must match the name on the utility bill.
– The address mentioned in the utility bill must match the address where the REPS activity is being provided.
– The card must be valid on the date the REPS activity takes place.
South Australian Government
Energy Bill Concession
Residents of South Australia who meet the required eligibility criteria and have a low or fixed income can apply for household concessions, which assist them in paying for energy bills for their primary place of residence. Upon approval, customers who receive their electricity bill under their name will notice the concession as a credit on each bill.

To prove your Priority Group Status for the REPS program, you must provide a PDF file of your most recent Energy Bill. The important details for the REPS claim are the address, supply period, the SA Government Energy Concession listed in your bill, and the instalment and billing history pages in your bill. The address mentioned in the bill must match the address where the REPS activity is being provided.
Residential Tenancy Agreement
rent is $500 or less per week
If you are a renter residing in South Australia and have a residential tenancy agreement with your landlord, and the weekly rent for your premises does not exceed $500, you are classified as a priority group Household by the Minister of Energy and Mining.
You will need to provide a picture of the lease agreement, clearly showing the agreed weekly payment as evidence of Priority Group status for the REPS program. The address on the lease agreement must match the address where the REPS service is delivered.
Participating in an
Energy Retailer’s Payment Plan
If you are having difficulty paying your energy bills, you can ask your energy provider to set up a payment plan.
A payment plan enables you to pay for your energy usage in smaller instalments over time rather than with a lump sum. During the discussion with your provider, you will need to discuss the amount of money you owe, how much you can afford to pay in each instalment, how often you will pay, and how much energy you typically use.
To prove your Priority Group Status for the REPS program, you need to provide a PDF of your latest energy bill. The bill must display the same address where the REPS service is being delivered and contain information about the instalment plan that you have agreed to with your energy provider, including instalment and billing history pages.
Referral from a registered member of the
South Australian Financial Counsellors Association (SAFCA)
Registered members of the South Australian Financial Counsellors Association (SAFCA) can refer customers to the REPS (Retailer Energy Productivity Scheme) using the form available here if the customers do not fit any other priority group criteria.
If the customers do not meet the criteria but are at risk of energy-related financial stress, financial counsellors who are members of SAFCA must fill out the client referral form and instruct the customer to give it to the REPS provider of their choice. When referring a client, financial counsellors must also complete the tear-off client referral record of the form. For compliance purposes, this record must be kept on file for six months by all financial counsellors who refer clients to REPS providers or emailed to [email protected].
